Aiming reticle aka crosshair jumping and shaking

I noticed this in every game and it really bothers me. I have to stop playing after a few games because of it.
It shakes, it moves a little up and down. Anyone else had this annoying problem?
I saw that they had a similar issue on WOT, but I didn't find any solution for it.
 

Changed a few GPU drivers still the same,  even tried to lower my settings from high to lower but no avail. Help!

 

Edit: It's not manifesting all the time, only sometimes. But every game.
