Is moving captains to other ships broken?

I just tried to move a captain to a new ship, and the screen for it looks off. Where are the options for retraining? Did I miss something mentioned about this in the update?

Comes after you put the commander on the ship.

Imo was always like that, i dont see a difference.

Normally I would get options to retrain gold, for credits 50% or not retrain here right? Even the subheader shows that, and the empty block looks like it's missing content, not a design feature? Man I'm losing my mind, too much WG bullocks going wrong it makes me see things?

Looks the same over here, and thats what it always was imo. First click yes, then it opens up the window for retraining.
