Which level do you get flags (Not signal flags)

Ill keep it simple, been a while since I played more then one or two games, I'm just wondering at what level do you get flags that you cant put on your ship (Like the CBT flag) and where is it you equip them?

Is the exterior tab for flags not always available in the port screen?

 

If not, it may come with the Camoflagues available at account level 11

according to the wiki it should come with level 14

Wasnt there last time i played. But,
