In my case WoT and WoWs do not minimize, unless I am clicking on other monitor. When using one monitor minimize does not work. But that depends on specific settings. Borderless, or what some people call "full screen windowed" is really only useful for users with more than one monitor since it allows you to not have a border and quickly switch application without minimising. I myself run borderless and have no problem using alt+tab to switch application or access my desktop. I'm not sure exactly how to help you since I don't understand the problem exactly, is your game set to windowed? Are you on windows 10? Tried alt+enter or F11?
