Before you spend your FXP be aware that the ship has a combination of attributes that will make it hard to be competitive compared to all the great T9 DDs out there.   It has a no torps and high detection, but unlike other DDs with high detection, it does not have the tools to make it work:   It does not have great ballistics. That means you can't just fight effectively at range like a French or RU DDs.   It does not have high HP or a Heal. It does not have high speed. That means you struggle to gun-boat in the open water like French or RU DDs.   The problem is that you have to get close, but you are helplessly outspotted, as your Hydro is only 5 km and you do not have a Radar. You can try to shadow a friendly DD, but unlike French or RU DDs you struggle to fight at range.   You are basically like a Kitakaze with a little more DPM but without the high HE penetration, even missing torpedoes and concealment.   So what is this ship good for? Division with a T8 CV. That's it.
