Prohibiting premium from entering any battles would be plainly stupid and a big loss of money for wargaming. Why would they do that? And honestly, I really doubt JB being such a deciding factor. I'm doing extremely well with my Jutland, and the damn Sovietsky Soyuz is not that bad for a silver ship if you want a non premium BB in ranked. And I don't see more JB than Musashis actually.
