Why Devs are unable to divide 12 player equally to a very equally divided map ? Is there any reason i am not aware of ?

WG uses illogical logic, so if its not logical for everyone its perfectly logical to them, so thats the logical answer to your predicament.

I agree that WG could implement an optimization for the ship placement and it would lead to better results in most cases, but we do have that yet.

 

The game distributes the solo ships evenly, but as soon as divisions are in a team, they are put together, that the divisionmates can play together. Sometimes, especially when a division spawns middle, it works out fine, but most of the time the placement is unbalanced.

According to some data on a spreadsheet somewhere this is balanced it just doesn't look like it to the playerbase.
