Naval Academy

 

 

1 The Rewards

 

Putting it first because that’s what will affect the game mostly.

 

Ships from tier VI to X are getting an additional “Advanced Crew Training” slot in the upgrade section. Different new upgrades can be unlocked via lasting directives and follow certain patterns. All ships in that tier range have the option to unlock upgrades and most ships can even choose between different ones.

Those upgrades empathize on a the very unique features of a branch, a national flavor or general features of the corresponding ship class. Those upgrades should provide some additional means of individualization, moderately strengthen some defining aspects or flatten the impact of a ships weaknesses without leading to “OP-ships” or ruining the overall balance.

 

 

1.1 Examples

 

A few suggestions regarding power level and flavor.

 

The french nations upgrade should favor the general idea and common ground of the existing french branches: speed.

 

Efficient Engine Handling

French Ships, tier VI – X

Engine Boost reloads 50% faster while moving with ½ Speed or slower.

+1 Engine Boost Charge

-10% rudder shift time while Engine Boost is active

 

General upgrades for a certain class should help most of the corresponding ships to accomplish their ingame task or help with common weaknesses.

 

Emergency Training

Cruisers, tier VI – X

Single shells won’t deal more than 25% of your ship’s maximum Hit Points in damage.

 

[Meaning an example salvo of a Kremlin hitting a stock, unsaturated Mogami for 1 citadel hit, 2 penetrations and 1 overpenetration will deal 20.7k instead of 27,3k damage.]

Lesson 1: Always keep the blast doors closed...”

 

Damage Containment

Battleships, tier VI – X

Activating Damage Control Party while below 50% Hip Points will restore 5% of your ship’s Hit Points.

 

[In addition to the usual DCP effect and following the general rules of this ships repair party. 5% HP / duration of DCP per second, only damage that can otherwise be repaired by Repair Party consumable]

 

Specific upgrades should focus on one of the main features of a branch.

 

Impact Observation Studies

German Battleships, tier VI – X

For every 10 seconds your ship’s secondary guns are shooting the same target their accuracy is improved by 5% and their reload speed is reduced by 5% (maximum of 30% for both).

 

Not a fan of secondaries? Unlock the general battleship upgrade or the nations upgrade instead!

 

Camouflage Mastery

Japanese Cruisers, tier VI – X

The standard effect of camouflages (-3% Detectability, +4% Dispersion) is doubled on your ship.

Not shooting your main guns for 120 seconds will reduce your ships detectability by an additional 8% until the next volley.

 

The existing (and missing!) Unique Upgrades for tier X ships should be adjusted and usable in the “Advanced Crew Training” of the proper ship as well but should generally be tuned down accordingly (since not competing with slot 5 & 6 upgrades).

 

Every branch, nation and class should have an upgrade with the option to add additional upgrades later (e.g. for split branches, alternative class upgrade)

 

 

1.2 Impact on Ranked & Clanbattles

 

The “special upgrade” slot is deactivated during all kinds of competitive gameplay.

 

 

1.3 Alternatives

 

General, mostly economic, perks should be purchasable without the need to grind and unlock them:

“Black Market Connections” Premium Consumables are free of charge. [300 doubloons / 15.000.000 credits]

“Basics of Mending & Stitching” All basic economy signals have 3 charges each when used on this ship. [500 doubloons / 30.000.000 credits]

Playing a ship without the unlock-able upgrades shouldn’t feel too “punishing”, so any kind of alternative is appreciated.

 

 

2 Obtaining “Advanced Crew Training” Upgrades

 

The snowflakes-event showed, that players generally enjoy the opportunity to play some “finished” ships again if there is any reason. But the idea to completely forget a branch just to grind it again has so many flaws* that another way should be chosen.

 

[*opposite to collecting ships, probably can’t “serve” certain tiers when playing with friends, making clanbattles less flexible for smaller clans when players quit / leave, strictly monotonic grind while climbing a branch, experienced players making very low tiers less enjoyable for new players...]

 

 

2.1 New Armory Tab

 

The upgrades can be unlocked by purchasing directives for a class, nation or branch in a new armory tab (called Naval Academy!)

The price and currency may vary when the offer changes with every major update (see 3 Helping the matchmaker) but might be in line with the credits needed to buy a complete branch of ships since WG really wants that “credit sink”.

Attractive bundles might contain 2-3 compatible directives, semi-premium sister ships (no camo or economy-bonus but free captain assignment) and whatnot for free-XP / doubloons / coal...

 

 

2.2 Additional Sources

 

New players should get a few directives for free since a “credit sink” isn’t needed yet. The branch upgrade for purchasing the first tier V ship, the nations upgrade for purchasing a 2nd tier V ship of that nation, the class upgrade for purchasing the 2nd tier V ship of a class...

 

Completing a campaign or collection of an arc introducing a new branch could reward the directive as well.

 

 

2.3 “The Grind”

 

Directives each have 6 missions of which 5 must be completed to unlock the upgrade.

 

“In American battleships win:

1. 30 battles (tier V)

2. 30 battles (tier VI)

3. 30 battles (tier VII)

4. 30 battles (tier VIII)

5. 30 battles (tier IX)

6. 200 battles (tier V – IX)”

 

All missions progress simultaneously, so no need to win all tier V battles in a row. Mission 6 is a wild card, if a player really dislikes a certain tier / ship he can always play additional battles to skip one of the other missions. Bonus: your neglected premium (reward) ships can be used as well!

 

Nation specific directives need 200 wins in total (300 wild card), class specific directives 350 wins (500).

 

Directives are not time-gated but no more than 5 can be active at a time. Additional directives go to the inventory when purchased and can be assigned once another directive is completed.

It’s possible to progress different directives simultaneously e.g. completing missions for german cruisers, german ships and cruisers by playing Königsberg (it’s the new meta anyway!)

 

The distribution for the tier-specific win-requirements can differ (see 3 Helping the Matchmaker).

 

 

2.4 Switching Upgrades to Another Ship

 

Once obtained an upgrade can be equipped by any eligible ship for free but is “locked” to that very ship in the process. If more than one upgrade is locked to that ship they can always be switched for free.

 

If a player doesn’t want to play this ship anymore (for whatever reason) the “Advanced Crew Training” upgrade can be “unlocked” from that ship for doubloons (pricing roughly similar to a mid-tier premium camo) and equipped by another eligible ship.

 

Choosing to equip an upgrade shouldn’t be an absolutely final decision (probably making the previous grind a waste).

 

 

3 Helping the Matchmaker

 

Here comes the interesting part that could really make the game better! The matchmaker will always be dependent on the tiers / classes / ships players actually queue with. So improving mm could be helped by softly pushing players in certain directions, populating lower tiers, filling a rare class / branch, diversify the played ships…

 

After evaluating player stats for a certain period (e.g. 4 weeks) WG may decide that more destroyers are needed to optimize tier V & VI matchmaking. So some of the next offers in the “Naval Academy” tab should be focused on destroyers by giving an attractive discount or extra stuff. Since player stats differ a lot between servers the “Naval Academy” tab should have server specific offers.

 

The mission requirements for that month’s directives could reflect that as well:

 

“In Pan-Asian destroyers win:

1. 40 battles (tier V)

2. 50 battles (tier VI)

3. 20 battles (tier VII)

4. 30 battles (tier VIII)

5. 10 battles (tier IX)

6. 200 battles (tier V – IX)”

 

Bundles could even include semi-premium sister ships and tailor the requirements around those.

 

“Tier VI cruiser HMS Achilles (Leander class) & cruiser directive

In cruisers win:

1. 50 battles (tier V)

2. 150 battles (tier VI)

3. 50 battles (tier VII)

4. 50 battles (tier VIII)

5. 50 battles (tier IX)

6. 500 battles (tier V – IX)”

 

When releasing long awaited new branches (like Italian battleships) WG could also help keeping the queue times short and battles mixed by offering very attractive directives for cruisers & destroyers (focused at lower tiers).

I would grind line again for buff to silver ships, ore premium ship that is better than silver ships. I would not grind line again for anything less.

Over complicating the game making it impossible to understand can overwhelm new players. I understand you want to keep old players interested and engaged but the game is entering a state of 'too many things to really care'.

Just a side note, a way to populate lower tiers, say 4-6 would be to enable the player to designate a ship as captain trainer for a line after reaching T10.

 

Basically you reach Tier 10 and you get a token to assign to a ship in tiers 4-6 to serve as a naval training ship for that line. What that would give is the following:

 

1. Better captain XP gain for any captain assigned to that ship. The idea is to make this an accelerated captain trainer

2. The ship will not produce Free XP nor Elite commander XP in exchange for the Captain XP bonus

3. Special flags (Dragon etc) have only 50% of their effect

4. Captains can be assigned to the ship without retraining, however it is not a premium ship, assigning the captain to other ships goes through the normal retraining process

 

Basically players will get an incentive to play lower tiers and they get something for the effort.

Nope !!

 

A way to populate lower tier would be to stop offering T5 to 8 ships of newer lines when they arrive in game ...

 

Seriously, how can WG complain that players reach T10 too fast 1nd so propose to regrind full lines when they can't stop allowing players to start a line at T8 ?? Well for french DD, it will be different, some will be able to start at T9 ...

I like this idea. ...or maybe WG could sell special captain-trainer perma camos for mid tier ships. Just to increase the captain trainer potential for that mid tier ship to a high tier level. Depends on the price ofc, but since it would be to increase mid tier activity among veteran players, I assume it shouldn't come at a huge cost, and if that was the case, I'd be interested.

That I would agree with ... but any player that is in the game for more than 6 months has Free XP to skip the first 4 tiers easily ....

 

There should be economic incentives or similar for veterans to return to low tiers ....

Then again, spending that Free XP was another goal (afaik) for the NTC, so....

Ship premiumification. There's only so many special captains to go around, so it'll be nice for us long timers to get something to do. This is an example:

Tier 1

Ship base XP gain is increased a fixed 10%

Tier 2

Ship base credit gain is increased a fixed 10%

The ship will now accept any captain as if they were a premium ship

Tier 3

Ship base credit and XP gain increased a further 5%

Ship gains a special flag slot for a second/third flag

Tier 4

Ship will now accept any captain from any nation's tech tree

Suggestion: Dont bake the buffs into the ntc reward ships by making them op.

 

We arent stupid, and we arent falling for your dumb anchoring attempts, its very obvious what you are doing here....

 

We need a second revolution, one just didnt cut it.

A ship is not a buff. And the ships you talk about are still in Super Test.  We all know how balanced are 28k and 30k steel ships, yet they do not brake a game. A tier 10+++ will.

But these ships are tier 10+++, and what worries me the most about them is that wargaming buffed colbert when there was no need to. They dont seem interested in balancing them, in any ways, its better to complain early, than to wait for the ships to be released, at which point it will be too late.

Which ship you refer to? 

Colbert is far from OP as single Salvo can send her to Port similar to all Atlantas. Ohaio is just Montana with different gun setup.

Ohio is a much more accurate montana with more hard hitting guns, better penetration, 30mm overmatch, better heal, much better secondaries, better aa, better ruddershift, much better traverse speed, higher rof. What does it trade for all of this? 2kts of top speed.

 

As for the colbert, well just check flamus vid on that.

My suggestion is to scrap this idea entirely, nobody in their right mind will reset their entire tree or branch sacrificing million(s) of xp points they gathered as well as access to those ships to get one ship, even if it is a tier 10, if you wish people to revisit the older ships and to stick to mid tiers more do it through missions with some steel or coal or some other currency ei say - "play 100 battles and earn 100 000 base xp" (together so both need to be met) in random battles for some silver line ships (say t4-8) and let it run for like a month or two featuring 3-4 ships in that way, next month change them around...

As for the colbert, well just check flamus vid on that.

Ohaio is much accurate with 33% less guns. Rof is same. Secondaries are US secondaries. It might be slightly better on heal that Montana, that's why it's not silver ship but a reward ship. 

 

As for the overmatch... You can overmatch just some Cas with those and Montana have higher DPM. Yamato can overmatch BB nose and is far more accurate than Montana, especially with legendary mod. Does this makes it OP? 

 

... And every CC including Flamu said that you do not want to be detected with Colbert most of the BBs and CAs have range and accuracy to delete you. These are reward ships, it's normal to be slightly better, else who would care for the trouble to get them. But they are far from OP as none of them can do whatever you want without punishing you. Colbert in particular requires very good map awereness and positioning to perform, most of the potatoes, like me, will struggle with her.

And once you have every single silver tech tree ship in port what you gonna do? Being close to that, I know I would do it especially if you do not loose half the credits you invested, which is not the case, but if I have excessive amount of credits I will probably regrind. This is not a scenario for someone without a lot of tier 10 and good amount of high tier premium/freemium ships. 

 

This will solve no problems either as most of the players who would regrind already have enough resources to skip few lines.

Too many strengths is very subjective and as I said they are reward ships, it's normal to be better somehow. 

 

OH, you intend to balance the game after unicums? That's very interesting for analysis, but I am rather happy WG do not share that idea.

why so? if they did share that idea, we wouldnt have any OP ships or tard proof ships in the game. and that would be good for the game. ofc, life would be harder for potatoes. but game balance would be much better.

So you are telling me that the game will be more appealing to masses if they balance it based on 1-3% of the population. Could you elaborate more and try to explain why? 

 

Here is one example: 

If I am trying to open a gym in the neighborhood, which would be wiser? 

A. Get equipment for Profesional body builders. 

B. Get equipment for average Joe that wants to be fit. 

 

If you are into this elitist BS you already know that there are few OP ships and almost none of them recently introduced(maybe Slava is still in the queue but she is still WiP). And you are probably aware that unicum players know how to counter them. 

 

I still do not understand why you guys are OK with Stalingrad and Bourgogne for insane steel price (yet achievable for any potato) but against Ohio and Colbert distributed from NTC - not if it will be easier than collecting 21-22.5k steel... 

 

Ohaio looks way more balanced compared to Montana than Bourgogne to Republique or Stalingrad to Moskva.

Ah, one idea for NTC! 

 

Could free XP usage be restricted for the regrinded line, even for modules. This will make people actually play them. Or just add "pure regrind" option that will be more rewarding. 

 

I know this option will be very unpopular among stats padders, whales and unicums, so I expect this will be reacted with a lot of "down thumbs" but this option may actually  produce some positive outcomes.
