I only have one quarrel with it really: The rewards are lowered because it is t8 instead of t10, that makes no sense to me, its not like its easier to get to the higher leagues or win matches just cause its t8... Anyhow, im delighted to get a break from tier 10 in every event, and i think that t8 clan wars should be tons of fun. Only issue i see so far is the rather limited selection of useful ships, most comps will probably be based on baltimore, kutuzov, cossack. The lowered rewards i dont understand either, because as you say, its as hard to advance through the leagues? Only thing might be, because of summer (i think they wrote it like that), that you also need less wins maybe? But we will see i guess. As for BBs: RU BBs dont have a plane right? (100mm version)? It has a good mix of concealment, gun power and torps. But the HP are lacking and the smokes are too short to support a possible Kutuzov meta. And BB's as you say only really have 2 solid options unless you want to do some funky strategies. I think the cruisers are going to be the most interesting category where you will have plenty of viable options. Also Charles Martell WILL be awesome. Either go full ham with Akizuki minicruiser, or if torps and stealth is on demand, have a Lightning with single-launch torps and comprimise on the smoke. Lo Yang meta for mutual suicide pact. That inevitably happened when some intelligent player in another DD used his brain and positioned to crossfire the hydroed enemy DD.
