My guess is they wanted to make sure Lenin is not too strong.

Due to Lenin's third turret arc, you have to expose almost as much of the citadel to fire all 9 guns as Vladivostok. In addition to this you have 10,000 less hp, significantly worse citadel protection, worse AA, worse concealment (despite being a smaller ship) And you have the worse shells too. With all the other downsides, the arbitrarily nerfed shells just feels like a pointless slap in the face.

It's a very simple small change, just give the guns the shells they should have.

Vladivostok is already stronger than Lenin, I see no reason NOT to give Lenin the same shells. You still have the downsides of much lower health, worse citadel protection, worse AA, and worse concealment.

And if Vladi is too strong, you want two ships that are too strong instead of one and you think that this is good for the game?

I fail to see why Vladivostok is "too strong", she still has the exposed citadel and poor mid to long range accuracy, as well as a long reload. If anything in the current meta, the ships do not function well at all.

For me the RU BB I played feel quite strong. Better be careful when balancing premium ships.

why would anybody spent money on a T8 is beyond me. You are play in a T10 battle 8 out of 10 times. Wargaming change the match making maybe you can sell more T8.

Exactly, the tier 8 matchmaking is a joke.

Last night I played my Massachusetts and got in a game with 5 tier 9, 5 tier 10. Me and a CV were only tier 8's on the team.

A total joke matchmaking that happens all too often.

 

A Game today in Tirpitz, 3 tier 8's, only 1 tier 9 and bloody 8 tier 10's on team.

You can imagine how that game worked out for me.
