He was being sarcastic, since he is quite annoyed with WG, because of several reasons. Let me try and break it down for you so you might understand his frustration.

 

First, it seems that back in 2014 WG kind of turned down the offer of help by a researcher who was deep into Italian archives and could've helped them quite a bit, in a manner that offended him and therefore shut that door. The researcher was named Stefano Sappino, who died roughly one year ago; he published an interesting book (in collaboration with another author) about the unfinished battleship Impero, that included several details about the Littorio-class battleships that were never published before. He also managed this interesting blog.

 

Second, it has surfaced that the longstanding response WG gave to those inquiring about Italian ships that "Italian archives are hard to get into" may have been well exaggerated, since it would seem WG has made very little effort to actually get into these archives at all. Italian archives may be not exactly the most open in the world, but WG seemingly does not care that much and has not made a real effort to get that info. And that may be because they may not be that interested in having an Italian line in the near future, since it may not be as profitable as other lines, especially Russian ones that cater to a larger playerbase. And that has angered several Italian users, for reasons easy to understand.

 

As for what you said about the Regia Marina in the war... I would strongly advise you to read Vincent O'Hara, "Struggle for the Middle Sea", which might help you realize that what is commonly thought about the Mediterranean in WWII is skewed against Italy, and the Regia Marina fared decidedly better than what is commonly believed.
