so, i was looking at clan battle videos on youtube, and look at this guys guns directions when he shoots and his aiming.

is this even normal and legit?

Replay bug. The guns are aimed were the reticule shows them to be aimed, not where the replay displays them. Common issue.

It is not normal but looks like a legit bug caused by stronk coding by WG definitely not cheating, you would have to hack servers.

Just like they said mate. No issue here. It is a long-standing and well-known bug in WoWs game replays, that it shows both torpedo and gun aiming horribly wrong and this can indeed be very confusing. So basically something WG should be fixing sometime soon, I hope?
