Yes, and the Consumable normalization is part of the "medicine" for that. Regular players were just too stupid to understand premium consumables or how and where to use them. Flooding got nerfed pretty much cause of CVs. Before that Damage Control Party was a skill only to be used in dire need...not anymore.
