If it was at T6 from the start with the stronger bow it likely wouldn't have been an issue. First, they stop serving you hard liqueur. then - no more beer. Next thing you know, the bartender shuts off all lights. If people don't go completely librarian-poo over this, then perhaps something similar will be applied to, notably, Belfast? Which is much the same as it has now. Although an HP buff may well be in order if it's going to face T8 MM. Presumably this is the kind of thing that testing aims to discover. You really have to wonder do they ever think about what they're doing with their own game... Need more data eh? Guess it's finally lead to GC appearing OP, like all the feedback previously couldn't have told WG this and they continued to sell the ship. Giulio Cesare with 27 knots and best concealment will still be comparable to other T6 BBs when facing T8s. Additionally resistant plating and internal bow. Arizona for example might have more hp, but vastly worse armour and much less chance to get away. Normandie has a bit more hp than Giulio, but is much much worse in concealment.
