For which ships should you not choose the concealment upgrade anymore after the latest upgrade?

not big enough nerf to change anything, but secondary builds may look a bit more appealing

Since the concealment module wasn't changed, I'd still use it on nearly every ship, even with secondary builds.

The few ships where rudder shift is a viable alternative are kiting cruisers like French, German and Japanese cruisers and the Khabarovsk DD line.

Monty doesn’t need the concealment upgrade as well.

 

CE skill or upgrades depend on how you play. Ibuki can be really effective up close, but if you don’t pick the skills for this than don’t play it like that. So just think about it. Every ship needing CE is a hoax.
