Damage Saturation - Overpens

On my endeavour of understanding this game better I ended up testing out the saturation mechanic.  

My findings when an area is saturated:

  • AP Penetrations deal no damage.
  • HE Penetrations deal no damage.
  • AP Over penetrations keep dealing damage.

 

So the first two make sense and were as expected, but the third one didn't. Over penetrations keep doing damage on a saturated area, which is a bit weird in my eyes, because penetrations, whether it is HE or AP, stop doing damage at that point. 
So is this working as intended?

Penetrations make 1/3, later 1/6 and at last no damage.

Overpenetrations make ALL TIME 1/10 dmg. Saturation is not working for overpens.

Basically it's "normal dmg" vs "light dmg"

Pens = normal dmg. It's applied to the compartment hit (like bow + "hull"), and when those modules run out of HP - you can't do damage to them this way anymore

Meanwhile light damage - fires, flooding, overpens (I think ramming aswell) - is applied directly to your HP pool, and that runs out only when your ship sinks
