The much boringer explanation is that pizza with tomato sauce is said to contain enough vegetable matter to satisfy the vegetable requirement for an approved meal for school children according to whatever part of the government who are supposed to make sure children actually get to eat properly at school. Sauce is based on tomatos = vegetable. Cheese is made from milk which is made from grass. Grass is green = vegetable.
