Ramming bugged? How is this possible

Random battle in Bismarck I rammed a Missouri after doing about 21k damage to it -> hp below 60k. Missouri turned away to dodge, i blasted his broadside then rammed my bow into his stern.

He survived, and he did not have a ramming flag equipped (checked).

Ramming should do 69200 dmg as that is the total hp of my Bismarck (no flags either)

How is this possible? I've never seen this in 8k games - a bug?

Ramming does damage variant on speed and direction. At lower speeds and against targets moving away (lower relative speed) it does less damage. 

Ramming head on does so much because relative speeds are so high (60+ knots)

If he's moving away while you are pushing forward, you deduct his speed from yours, so probably something like 30-20 right? So the relative speed is ten knots. At such a low ram speed damage is mitigated to at least half, usually lower.
