You divide calibre by 6 (or 4 for KM CAs, BBs and RN BBs). So 127/6 = 21.1666

You then round this number up or down (with 0.5 rounding up) to get the HE shatter threshold. In this case, rounding down to 21, making the gun capable of penetrating 20mm of armor (A 21mm plate will shatter it).

If you have IFHE you multiply by 1.3 instead of rounding and do not do any further rounding, so 21.1666*1.3=27.5, making the gun capable of penetrating 27mm of armor (A 27.5mm plate will shatter it, which you obviously wont encounter so you can consider it as 28mm plate will shatter it).

 

EDIT: Typo resulted in incorrect rounding, thanks to @wilkatis_LV for pointing that out.
