It's quite obvious that the developers were working to a deadline set down many months ago, ready or not new CV had to go live by a certain date, balancing was to be completed within two patch cycles so that premium CV could go on sale, there may have been a degree of flexibility but there certainly wasn't an extra 6+ months needed to get things even close to balanced. It's the same story with pretty much every WoWs disaster, RN cruisers weren't ready but they released them anyway, likewise everyone knew Belfast was hopelessly OP; Graf Zep fiasco plus however many other last minute balance changes.
