As far as I can tell the Op is limited to:

 

Edinburgh

Baltimore

Cleveland

Chapayev

Kutuzov

yes ,but any T8 ship need more and more experience,maybe WG think japan and germany player no need play operation

Agreed completely, I don't like this new trend (Hermes also) of limiting which nation's ships we can play.  Not least because BOTH limited Ops exclude Germany and Japan

 

At least this time Soviet cruisers can play as well.
