Romania has Wows players (perhaps even quite many) and did have / even still has a navy and some ships, though perhaps not as impressive as the big boys. We should not begrudge them a premium here or there. I mean why on earth not? That will add to the ship variety in the game and make some players happy too, so go for it! Russia's tech is absurdly most of it just designs and ideas, since their fleet was .... garbage, and now they have a HUGE majority and most overpowered ships in the game.
