I have the same setting.

It was running fine yesterday, but did not test it today.

Maybe the patch screwed something up?

Edit:

Just tested it.

My Richelieu speaks english too, mon dieu!

My Lyon kept her french.

My special Azur Lane Captain Nelson speaks her japanese

Is your Yamato captain perhaps Yamamoto?

Perhaps only the special national captains were messed up.

I did notice my Richelieu speaks English but didn't think much of it, has Jean-Jacque Honore.

Anime captains work fine with National+, but special 'real person' captains (John Doe, Jack Dunkek, Franz, etc.) will use the voiceover language setting instead of the voiceover modification one. I've reported this as a bug so we'll see... Currently you have to set the voiceover modification setting to National to break anime captains but fix special ones, or set National+ to fix anime but break specials.

Pan-Asian ships will also do this, which I think is intentional due to the mixed nationalities of the line, and the jingoistic controversy that ensues between the CJK countries. Koreans don't want Chinese voiceovers, and vice versa; while I'm just sipping my tea while overlooking my colonial estate wondering why the Indian ships aren't part of the Commonwealth tree instead.
