Can anyone tell me if captain Kapa is the same as Steven Seagal ?

I had steven previously but he seems to have disappeared and people in the game say it is a name change only and its now Kapa but he does not have the same voice. 

Where can i find out what the special abilities for Kapa are?

US Commander Steven Seagal was renamed John Doe.

US Commander Kappa is a twitch stream reward.

Thank you for that. The information will be very useful. Shame i've been using Kapa on the wrong ship. I have ranked it up well but really needed John Doe. Wondered why i was not getting the extras.  My mistake. Back to the drawingboard
