Thatr is actually highly realistic :) Most ship's boats were left on forward bases etc. when deployed, as they cluttered up the deck, blocked firing arcs and in case of combat got holed by splinters - so few boats were kept, but most were left behind.

Boat thing is kind of mess in WoWs.

Usually all warships had atleast two boats that was ready do be launched, when needed. In combat situation. They where not lifeboats, but could be used as such when needed. So basically, warship with-out any boats is also unrealistic. But usually they did not carry too many boats into combat. Usually floats and collapsibles were used as liferafts.

For example all US warships in WWII era carried two 26.feet Whalers on Davits. Mostly you can see them in game as well. For some reason Cleveland does not have any (Probably because pictures they had, where from ship in the middle of refit). And Buffalo have too many boats, with addition of 1x 26ˇ Whaler, 2x 25ˇ Motor Boats (having two on one ship usually means there is a Flag-officer onboard), 3x 28ˇ Motor Launches and 1x 26ˇ Rowing Whaler (what is too old do be on board).

So basically there is no reason do look for any realism in there. It represent what ever configuration the ships where, when those pictures were taken, what WG used do model those ships. Or on ships, who did not exist, just pure fantasy. Currently some ships are in harbor configuration (Davits folded, boats stowed), some are in combat configuration, some (KM cruisers) are in Landing OP configuration, some (Arizona for example) is in peace-time cruise mode (with alot of extra boats). And some Soviet cruisers are in unknown configuration, Evacuation configuration is maybe proper word. Because some of them have boats in places where outside harbor crane is needed do get them off/on.

Mods tend to screw up things like these...or check your settings, sometimes changing stuff to low does things like that...(assuming you've changed something)

Are you blind?

Here are your lifeboats:

Spoiler

Edit:

oh... You mean the missing ship's boats, like the captains gig or a launch. But these are not life boats, that is a whole different story. But in your case: this special Richelieu camouflage was so expensive that they have to sell them to efford all the gilded stuff.

The French sailors are expected to flee with their whole ship.

You guys should start to understand that those jokes are not only historically stupid but worse are plain xenophobic and insulting. Sad, I really had a good opinion of you until now ....
