You're dead on about this problem but its not just the so called inactivity monitoring or the constant connection dropping from the server , its also the AI doing stupid things like sailing an allied ship right in front of your ship while you are releasing a full salvo at an enemy ship and then telling you that you shouldn't be firing on an allied ship when they are hit by your salvo as they pass you by. I have seen it happen to many players, not just myself, its dam annoying. You would think that the programmer's would add a bit of code to the game AI to prevent such a thing as it seems that the AI goes out of its way to insure that it gets hit.
