I am really confused on this part. I see people on yt using premium consumables (eg. repair party with a different icon). I can find the rest of the upgrades for my BB's but this one. Are premium consumables binded to a ship or i can keep using it as i move up in tiers? Thanks in advance.

I So i guess these are not upgrade equipped consumables?

So i was watching top tier's video on yt playing kurfurst and i see his battleship restoring health points overtime without using a cooldown for that. What is it?
