    Well here is my totally neutral opinion : Submarines, as they are currently balansed, are all or nothing. Either I get a good battle (top 5 of team) or I die while dealing very little dmg or spotting/capping. There is a glass ceiling, sub players that break through it have key skills, including many skills usually attributed to good dd players, but also sub specific skills; such as submarine vs submarine gameplay*. Players that do well in the latter have cracked subs, and will do very well. Players such as I who have not managed to gitgud is such a key skill area, will struggle. So there is not a smooth skill progression curve in submarine gameplay, yet. I forsee many adjustments by devs to sub and anti-sub gameplay over the coming 12 months. *My sub has been sunk by an enemy sub in the last 2/5 battles, with a survival rate = 0/5 battles.

    Harbin is quite decent in Operations, because you can plan your torp waves for the expected waves of incoming AI, while minimizing aggro. Is it better than a Mogami? Not sure really, Mogami has the tasty 155 mm option, + very good torps. ex. if you have Atlanta, Flint, Mainz, or Bayard with boost, agreed all premium/specials, they have equal/faster reload. Mainz and Bayard have ungodly range, faster shell travel times and smoother trajectories! As a bonus, Cleveland has 6.5 sec reload, with 15km + range, with 155mm! PA tech tree cruisers are still sorely lacking in the ability to take initiatives and in the function/purpose department.

    I use rpf for example on my Mainz captain, but he has 21 points to play with. TLS is a good idea, as an alternative to hydro, I have an unused 19 pointer PA captain, but will wait for a free skill reset. Thing is on lower tier tech tree on ships, I'm only playing (for now) for the grind, and so I tend to avoid using captains with a lot of skill points (retraining ..) I wouldn't sacrifice concealment for TLS though, it would hurt all offensive abilities. The concealment is an issue as long as we consider these light cruisers to be torp boats, while their torp range/speed is worse/equal to many dds (which therefore do a better job as torp boats, not to mention, we have heavy cruisers such as the IJN cruiser line, that have long range torpedo armament, with fewer drawbacks.)

    for the record, finally had enough of Harbin and decided to have fun with a "real" light cruiser, Mainz, the difference is night and day. Have artillery range, check, sit-awareness with hydro, check, have dpm, check. don't give a damn about heals when the ship is properly tuned..

    to do this reliably you need, at least, a spotter or hydro, and much better conceal (big dd levels such as 7-8 km), and high burst speed to get into position via available windows of opportunity. theory is nice, but in practice this "staking out a position" is rarely viable. I havge had one good match with this tactic, still lost though, battle influence is still too low.

    well thing is, I want to like her. But the main influence on a battle is via spamming torps in area denial, which isn't enough for me/ I cannot deal enough dmg, consistently, to swing battles, or deal tactical kills (dds, other light cruisers, etc) reliably. This is, quite frankly, a load of sheet metal.

    healthy feedback :) I'm looking forward to them oh, they do very well in some Operations, because you can pre plan just about everything. You know exactly what the enemy will do and exactly how he will behave. The lack of sit-awareness consumeables is no problem in PVE. As for random battles, they are just that, random. There is a saying, even chimpanzees can write like shakespeare, if you leave them at a keyboard long enough. Once in a blue moon, by pure chance, something they write will seem to make sense.I have had one or two good battles with them (I think..)

    I have tried this, but in practice Atlanta and Flint I have found these two to be far stronger ships (which is odd, as Chumphon is essentially the same class - Atlanta). I have not compared in port armour layouts, and the fine details, and have since sold Chumphon for port space. But will look at that again. But, both ships have anti dd potential (in fact they excel at nuking dds), one with radar the other with hydro. Chumphon, like all the PAs, has none of this potential, and is singularly blind, not even a spotter aircraft. btw, both Atlanta and Flint are premiums, something of a theme going there. Huanghe is a good ship, but it has the artillery range to play stand off harrassement, it is also premium. Irian is flexible, also a premium.

    I am corrected, 9.5 km on my Harbin still I hardly see how a 9.5 km concealment torpedo cruiser with 12 km slow torpedos can come anywhere near in usefulness to a dd, which simply does a far better job of torpedo/sea mine area denial, torpedo sniping and ambush. I look forward to Sejong, if as you say it is better. But every tier below, seems to have been dealt very poor cards by the Balans department. (edit : PA has a very creditable dd tech tree, that in everyway does a better job at whatever the PA cruisers are supposed to be useful for.)

    like 10-12 km concealement which is fiarly standard for a light cruiser in WOWS? as for torp boats, the window of opportunity for ambush torping (between conceal and torp range) is very brief. Granted, I am still at t8, will the t9 and 10 change my mind?

    this^^ I have collected and played many light cruisers, nothing comes close to how fragile, underpowered and underequipped (ok, the smoke is nice, but RN light cruisers do that better!) these ships are. Compared to the tech tree Pan Asians, even premium Huanghe feels like an overpowered tanky supercruiser, they are that bad :(

    paperthin armour firecracker artillery that makes a pretty display in the sky while gently floating somewhere near the target destroyer artillery and torp range without anti dd consumeables (no hydro, no radar) slow torpedos with modest range (depends on tier) that would be fine for a dd with 6 km detection but on a cruiser with 10+km concealment make a captain scream with frustration. painfully slow (especially when under fire!) decent AA absolutely everybody "likes" to shoot at you, (what's not to like?) What am I missing? Has anyone got advice on how to get the best results with these ships? I am currently working on Harbin at tier 8.

    With the right planning, they will release a 12 sub vs 12 sub brawl too, at the same time as the OP. This would prune the number of subs from randoms just at the right time (subs in early access).
  15. Painz! Bayard used to be lots of fun, .. the game has changed a lot since it came out. Still a good ship, but less influential these days. Tone I have never played, but I can't help but feel a Mogami 155 mm is the best IJN dakkadakka cruiser at t8
