You need to put Secondary Battery Modification 1 instead of Aiming Systems Modification 1 to reach 12.55 km secondary range. If you already put that make sure your commander skills correct and commander is not under training.

Crysantos, I updated the game 9.12, after the update chat and other things was available but after the server crashed (i was playing game when server crashed) chat and others also crashed. I asked my friends (they were not playing the game when server crashed), they didn't have any problems like me.
