This is correct. High tier destroyers use guns a lot more than those in low tiers.
There're two reasons for this:
1. you get good guns at high tiers
2. it's harder to use torpedoes because of radars and hydro
I'd be surprised if it did impress anyone. Is it gunboat with bad gun range? Or torpedo boat with bad torpedo damage? Skane is probably the worst of the line, Ostergotland is playable, and Halland is the only competitive ship in swedish tech tree.
1. Fast reloading torpedoes with 15km range and tight spreads.
2. Good anti-aircraft armament.
IMHO, Marceau is an "interesting" choice because of its combination of bad concealment and high firing arcs. You can't get close, and you can't hit anything far. Why not get Kleber, which has very similar stats but better firing arcs? Marceau has DFAA, but if you are concerned about these sort of things, you'd probably be playing Halland. Marceau sees a lot of play in a "Kleb with AA" role.
Harugumo? Also an "interesting" choice, but for different reasons. Poor maneuverability means it can't do much except for sitting in smoke and farming. But if you are into that sort of gameplay, why not play Daring, which has shorter smokes and hydro with similar DPM? Harugumo doesn't see competitive play outside of legendary smoke for the entire flank.
Can't say much about Hayate, didn't play it. Feels kinda bad to use 127mm guns if 100mm guns on Harugumo have better stats, huh?
Grozovoy and Gearing are very average ships, they don't excel at anything, and don't suck at anything, not as bad interesting as Marceau or Harugumo. Probably good comparisons.
Top picks for CBs are anything that is swedish or french (Halland, Smaland, Marceau, Kleber).
We did consider Grozovoy because of it's AA, but didn't play it much because Halland exists.
