I think so. The combination of their inability or unwillingness to balance classes and/or ships, the increasingly $-augmented quick access to profitable tiers and the corresponding proliferation of grossly incompetent players up there make playing in PVE modes exclusively more attractive to me with each passing day. Combined with the ridiculous 19-21 point ripoff, the promised option to play without captains is another direct recommendation to play PVE, because captain skills are pretty superfluous there. So yes, this rework will function properly - though not in the way WG intends it to function.

Is this a sure thing or pure hope? I am sitting on roughly half a million coal/supercoal and no currently available coal ship is interesting to me (because I already have Yoshino).

I always take a look at my best commanders before deciding to get any ship. Especially with the upcoming 21point "rework" I am not investing into some high tier coal ship if my best commander for that nation is a 10pointer.
