I was in a game with a friend of mine who just started playing wows. We were qued up in tier III ships, and were matched with 3 CVs (IV) per team. This is, in my opinion, a horrible experience for new players and should be avoided at all cost. There has in addition been a very large number of 2xCVs per team in many of the other low tier matches we've played recently . Two or more CVs often mean getting air raided to death without getting to do much for new players, and is may quite frankly result in less beginners staying with the game. I would recommend limiting CVs to 1x per team for tier IV and below!
