Might seem really random, but I had this in the past and found turning off "File and printer sharing" in windows worked for me.

I have been trying to track down this issue on my PC for the last few weeks. I noticed in the task manager resources that in network, WOWS exe had a network drop around the time spoolsv had a spike. This is for printers as far as I can tell, looking through my printers I can see a networked printer installed automatically. I left the printer there but went to Windows Settings, Networks, Network and Sharing Centre, Change Advanced Sharing Settings , and select "Turn off network discovery". I had not had any issues in the last few hours, I have over the last week tried turning off overlays, lower game setting, not having applications on auto start, removed windows game bar, etc non of that made a difference. This might just be particular for my case, but thought I would share.
