Yes, there appears to be the idea that Russians are highly capable of repairing and maintaining ships. No idea how that ridiculous fantasy made it into the game. Pick a random Russian naval base on Google Earth, and it will remind you of the beach of Alang.

With 7 - 8 km torps and 1.4 km stealth launching window, Minekaze/Mutsuki do not NEED guns. Doesn't matter if Aigle/Blyska have 100 guns.
