Why cater to just 1% of players? The dockyard is an excellent idea and a very promising addition to the game - surely you want to advertise its potential? Going for Tier X and making it available to so few seems like a massive missed opportunity.
Maybe have Puerto Rico as the pinnacle of the system for the most dedicated, but "easy, medium, hard, extreme" (for example) levels of difficulty with different ships to show how the system worked first? It's baffling that the dockyard is so promising in scope but so limitied in reality.
