Yes, It is if you like it or no. almost we play as 12 x 12 match, they can make it by 4 top skill players + 4 moderate skill players and 4 low skill players + balance in tonnage and tiers. really i know there is a way to make it balance and maybe there is several ideas just we need ask players in forum or applying for it.
