yes that is true by looking the test 3 but you will not win a war by just sitting underwater, unless your team made all hard work and captured all sectors and you alone against cv at end

submarine was introduced already sometime ago that they will be at game, it should not be BIG surprise that they will now release those development takes time that's why they not added those sooner
