This may sound weird, but it seems that most stuffs are told about ships and not about the commanders operating them, so I've decided to post it. First of all, I'm talking about non-unique commanders. That's right, the commanders that have random names, not the ones that have special gold-red bandage like Isoroku Yamamoto. Second of all, when I refer to best, I mean not only the one with most captain skills, but the one you played with most together with the ship they are assigned to. In this case, I'm going to present my best commander: Graham Paul, together with the picture. The captain skills are: PT, PM, EL, EM, Superintendent, Fire Prevention. But why?
