I will explain it in detail so hear me out. There are situations in game in which you can not use your main guns. Sometimes just staying dark and torping in those is absolutely the right play and yes, that includes not smoking as he possibly does under no circumstances alert the enemy ships to his position and presence. The lower your concealment the more likely you can run into these situations. However if it's exactly as you say, he never used his guns, from start to finish and only ever torped this is objectively speaking bad play. If you can provide a replay example I can judge this better. However as you can see, there are certainly situations occurring in which for stealthy cruisers the use of their guns would be absolutely terrible. And I am sure you are not yet experienced enough to fully understand those circumstances in game yet. Therefore you COULD HAVE misjudged a perfectly fine play.
