You can spec AFT and farm bbs. You'll get more damage but will win less. I have very low damage too but I can bully and scare or kill red dds and win games this way. That's all that matters. Go full gunboat built and hunt them. Steal their smoke later or run away with a speed boost. You can heal some damage back. Playing in a div helps with support.

IMHO it's stupid. Shame that people didn't agree with the proposed balancing on Gulio Cesare and consequently the other premium ships like Belfast, Kami sisters big E, etc as that would mean that we could still buy those legendary (because real, not because OP!) ships. To be honest those ships are different, Atlanta is DD spotter/killer Flint needs spotting to be effective. It's a bit like smoke vs radar Mino. I would happily play radar Mino with 13 km range max. It actually would be a buff with lower fire detection.
