I must agree with most of the arguments of Bbqparty.
Sorry for the long text. And before somebody points it out, I don’t care if it is a premium ship or not.
About the stealth: it’s obvious that WG intended to implement a BB that was able to tank and would be able to support the DD and CA up close. This is not only reflected in the Armor layout, but also in the maximum range off the main guns (18.1km). But it means that the Roma is out ranged by the other BB t8 and higher (spotter aircraft of the Roma excluded). So when you take this under consideration the current ‘good’ stealth is a must have. Else you would get spotted quite easily on most maps and the other teams BB ships would shoot you to Kingdome come without being shot themselves, well at least by the Roma. Now at least your able to choose a position, instead of being forced in one. In my opinion the stealth balance the range of the main guns and therefor it’s questionable to call it a strength.
I do like the Armor and the fact you need to angle the ship. The Roma can be cit. when it gives broadside, that was a good decision of WG. Also the ship can get all three turrets on target while angled, that is excellent. And the mm of the guns is also fine.
But from a gameplay perspective I do think the sigma is a bad ‘balance’ on the Roma. As pointed out by others the main guns will most of the time over-pen CA, even the cit., at close range. The base dispersion is rather bad on the ship, but a reasonable decision because It balance the possibility of players creeping up with the stealth. Still I disagree with the fact that RNG (luck) is more controlling of your damage output then your gameplay, like positioning, choice of targets etc. Even at 6/5km range you need luck to land your shells. The Roma has no secondaries(negligible), torps or hydro to fall back on like the other ‘trollish’ BB. Some CA and dd already know about this and they simply rush the Roma. Only thing that helps is sailing near friendly ships. Which is by no means a guarantee of help in Random Battles.
Simply said, the Roma is a good ship. It gives the teams a BB that will go in and can tank a lot. But taking in account the dispersion, lack of secondaries and the penetration behaviour of the shells there is really no need for another balance trough the sigma. There are now to many factors besides your own gameplay controlling the outcome.
