Recently I was playing a game with a with Langley on each team (I was playing my team's one and it was fully upgraded).
The first fighter-fighter engagement was between both full sized (6) squadrons over a friendly cruiser (with AA guns). Some how all 6 of my fighter where killed while only one of the opposing fighters was lost.
The only passable reason I can think of for this is that Dogfighting Expert (skill) allowed the lower tier fighters win. This is also not the first time this has happened.
I have also noticed that in Langley v Langley fighter-fighter engagements the biggest factor always seems to be who has more planes. While that is not a bad thing on its own it becomes more glaring when you realize the winning group often comes out only losing 1 or 2 fighters. This more or less means that the first person to lose a fighter-fighter engagement will have air superiority for the rest of the game.
If there is any where with an up-to-date explanation of fighter mechanics could someone point me to it. Most sources I can find are 2015 or early 2016.
