Here's an official answer from WG_Ev1n: When contacting CS post this link in the ticket to point out that the 1 credit, is not the value of the ship and WG has officially acknowledged that.. If CS gives you any trouble contact Sehales here in the forum. He has been known for straightening CS screw ups in the past. @T0byJugthe system in the client has problems with free XP ships, that's why Alaska has had a doubloon value added even though it is a fXP ship (I think it was something to the tune of 18k dubs).

Just like the doubloon compensation for owned ships was an "exploit". WG just spouts lies to cover their manipulation. Yeah, that line just lost their only defense.

Sims is great as a funship, as it has a hidden base XP modifier, so you can get some good results even when playing ok. Monaghan isn't a good choice as a trainer. It's just a Farragut with one less gun. If I had to choose i'd pick Sims any time of the day.

Here are two thing I want to say: 1 - The opinion of someone hiding his stats holds little value. You are most likely a potato who can't play the game. 2 - Ships using smoke have been nerfed time and time again. High tier, with the proliferation of radar, is an example. RN CLs have been slapped with the smoke detection nerf. There is no point in making smoke even more useless than it is now. So let me sum it up, it's not the ship, it's you.

After gathering my thoughts and looking objectively at the ship, I came to the conclusion that it isn't as much as an upgrade to the Moskva but a sidegrade. The pronounced weakness of the ship makes it unnecessary to nerf it in any way. The ship has been well balanced by WG. Also, look what's in my port as of today:

Let me explain. You got very lucky. The Christmas boxes of all types have a check for premium ships, the small ones have the smallest chance. Then, if you pass the check, the second check looks whether you have the ships marked for Christmas, those come out of a box. If not you get a super container with a randomly picked ship from the Christmas list. The one with the rare ships etc.

In contrast PEF is just a fast uselessBB with guns that don't work, a clear downgrade to ships like Bayern or Fuso. So it's not another Scharny like you claim.
