You got that wrong, Khaba had 2 torpedo options, the 6km it still has and Grozovoi torpedoes. Neither of them are game breaking given Khaba concealment (if you claim Grozo torps are OP, I'd like to know what you think about the FLetcher ones).

7 or 8 containers if memory serves (2 daily shipment or was it 3 ?, one from some mission, 4 first directive) - 250 tokens I'll definitely NOT use them on the ships, not worth it ... -
Why ban one of the best maps in the game ? Not joking ... And the map is not at fault that your team plays terribly ....

So what you want to say is: "It's up to WG to plan and develop what they want and up to the players to like the content or not. The players are not expected to voice any attachment to the game or their likes or dislikes in ways other than giving WG money or not." Yeah sure ... but then we don't need forums, bug reports, mods, twitch/YT content, dev blogs etc.... Will save WG some money and incidentally kill the game as there will be no community around it ... -

Actually the CCs do play the game a lot and there's a varied selection of people that become CCs. I do follow some of them on twitch and the difference between some is rather large (skill, attitude, gameplay style etc...). And they are the players that play the game the most on a consistent basis + interact with a large portion of the playerbase through twitch, so they have some insight into both sides of the story ... -

But then there is no point in posting them in an English article as most people will ignore them anyway since the text is not readable for them. Either go the additional effort and translate them or don't bother posting them. -

Unfortunately that's a problem. A higher tier BB with Fire prevention is difficult to set on fire and higher tier cruisers don't have a problem doing damage to an Atlanta. So you are even more reliable on islands and smokes than before. You cannot count on doing enough damage to save you if engaged directly ... -

From the cruiser perspective, you were taking IFHE for direct damage and did not care about fire chance ... nothing changed in that regard ... Yes BBs are the winners here, but again the goal from WG point of view was to make IFHE less mandatory, that part is a failure. As we have seen with the CV rework: Garbage IN, Garbage OUT.

So conclusion: Nothing changed, 6" cruisers take IFHE as before the rework, others don't, 130mm+ DDs take IFHE for tier 8+ and IJN 100mm take IFHE. Atlanta/Flint take IFHE as before.I don't care about BB secondaries .... Basically the whole rework was a waste of time and resources ...

because they round at every step, not just the result of the formula ... basically whole mm penetration number is fed into IFHE as was explained by @Spartan_93

You don't have to tell me that, I have to force some customers to test let alone test properly :-) Anyway, the testing procedures visible to us from WG are ... lacking .... it is mind boggling that they manage to screw up every patch. They should have learned over the years but oh well ...

I am in a similar position now (enterprise applications support) and since I have seen a few customers and processes, it is not that uncommon that testing procedures are lacking or don't exist at all. EDIT: Luckily I am not affected it seems. Did not play a battle, but I can change signals and respec captains without issues.

Correct me if I am wrong but we only get 15 point captains on PTS, premium ships are not available and the ship selection is usually limited by WG to what they think needs testing. At least that was the case when I was last on PTS and gave up on it, because it is always set up to what WG thinks we should be testing instead what the players want to test (which is not usually the same but mostly overlaps). Also PTS is available for a few days for each testing round ... so we need to structure our life around a game while it should be the other way around.
