It doesnt matter, penetration tables of guns were always an empiric thing measured agianst "stadardised" armor anyhow, dependant on shell impact speed and impact mass and penetrator type in real battle conditions you would be happy with few percent hitrate in the first place hence each shell that actually hit the enemy and did at least SOME damage would be a success... Pacifiic vs atlantic and smaller sea theater ships usually differed by the fuel supply, sometimes engine eff. and speed needed, if anything ships made for sailing tens of thousands of miles might actually be in disatvantage due to more fuel on board and hence more fire risk...

Had @ForlornSailor (in his mino i think) and @El2aZeR (Midway) on my team yesterday evning while grinding BB Base XP task in my Alsace, I got disconnected about 1/3 match in and only was able to return few minutes before end but they carried it anyway...

Armor piercing rounds are not activated by impact in soft surfaces and that includes water, they need way harder impact then that to arm fuze as in inch or thereabout of steel
