No, the DD cant have the HP of a cruiser and still be balanced in the DD-CL/CA interaction, that part is reasonably ok its the CV part that is broken and should be adressed separately...

Well goes for any premium (and non premium for that matter) other then a CV, by that logic we would all be playing CVs...

More damage for CV to farm... Only way to actually make the DD survive more would be to make them less interesting targets for the CV ie by making the ordnance do percentual damage and not absolute value...

Well any IRL combat situation between two (or more) actual ships in motion would really prevent any shots on those range other then pure accidental, 40 km of range might come into play for some stationary target shelling such as fort or whatnot, other then that well...

Its the exact same play style, so the same amount of fun I guess, it all depends on the MM you get really as with most cruisers nowadays...

Both, many players are in this "gotta get it all" mode, weather in FTP mode (new silver lines and new freemiums are meant for them to spice the deal) or prem ships (the archetypical whale) or they are on an all out spree (have it all) and the money from the latter groups is fueling the new ship lines assembly line... Now short term it seems its good for profits even if it ruins the game experience a bit, as for is it good in the long run, well prob not...

Much more then half I reckon, the 90% of BBs either snipe from back lines and wont take enough damage through the match to proc it or yolo in the cap and get focused and usually torped to death within 4 minutes so Kuznetsov wont have time to do his magic nor will it change much...

Well the hybrid CV designs were bound to come around at some point, no reason for WG not to implement them as the ship controlling part and plane flying part of the game while excluding one another being simultaneous dont really clash... I guess in theory one can play a normal cruiser/BB and kite away after healing is needed when out of spot send planes and do some damage, might be esp fun in end game when you need to hunt down that one enemy that got away with red HP and the clock is ticking for his team...

IIRC Mainz was about the same way, IDK about the ship herself though, I mean ok she has nice pen on the HE for T7 OFC but slower shell speed prob mean lofty arcs and harder to hit at distance and AP is even weaker then the silver T5 and 6 CLs, I guess she is ok if you just have to have a german T7 CL and thats about it...

There was hardly ever a reason for that TBH, I used to play PTS long long ago when I was still developing my very basic skills and fleet, mostly to test out the high tier ships I was about to possibly grind out and esp the new lines, however since WG took the monetisation approach to the new line introduction and hence new lines dont get added to the PTS at all, well...

Depends on the mode rules and the picks of the rest of the team as well as your selected tactics... In general i guess Slava is better pick for most CB stuff, at least CB as we had them before the CVs came along as there was mostly the sniping match and most teams picked LU yama and likes, but in this CV meta honestly IDK what to choose next to a CV...
