Well the flag should affect the turning circle via speed the acceleration and deceleration should not be affected AFAIK meaning it will take slightly longer to reach top speed as it is higher and to stop as you stop from a higher speed (if you were actually going full speed ofc) but as in taken from an absolute number say time to reach 20 kt from standstill and back to 0 it probably does not do anything...

Dude playing something like 200 battles in one nations ships can hardly be considered playing it slightly more then usual esp considering we have a bunch of ongoing mission chains that have very specific requirements themselves and not necessarily include the KM ships or you might not have the relevant ones in port... Not to mention that if one actually gets some of the US BBs in early you dont have time to actually play them as much as you would want, its just another mega grindy micro event...

I just decided to continue my KM DD regrind (am at Z-23 now) I have to finish that legendary mission for Z-52 until the new year anyway so i guess I have a relatively easy choice there...

Well 30k base xp is a looong time in coop and you have to use german ships...

This + when you are in a path where you cant really do much dodging for instance when in the preparation for the dive and dive itself you will eat the flak that is spawned on top of you by a nearby ship (not the target) as you simply have no option to do anything if you want to actually hit the target...

Well I wouldnt exaclty brawl in any T7 US, UK or IJN BB for that matter, doesnt mean one needs to stay 20km from the fight in those either same as in Florida... I got her and only played some coop but so far not much different from any other 356mm BB at T6/7 - look for broadsides and slam them...
