IMHO Its effective on high ROF/DPM ships with smaller shells that have iffy FC anyway so they depend solely on raw damage as cutting FC in half on such ships doesnt really change much in practical fire chance and you do get SOME added damage provided the IFHE charged shells cross the tresholds otherwise not crossed ofc...
