DD, crap IJN, let's reduce detection, torp range, and reload time

Reduce (improve?) torpedo reaction time to the same level as US T7+ long range torps. That'd be enough. But from the larger perspective I can understand the frustration from the casual (I count myself as one too) player. They obviously balanced the medium tier boats around high skill captains and intelligent signal flag use. That makes them feel a tad underperforming around their peers. -

I've gone full retard with the Russian ships with this mission. I know that with the amount I play I will not get the amount of RU ships destroyed without aggressively hunting for them. Hence team suffers so I get a shot at killing a RU ship. I apologize to anyone who sees me yolorushing a Russkie with my Benson. -

Rapid change of course near you indicates a torpedo launch. Time to start evading! At open water it's potentially even worse. -
What you need is to minize the enemy reaction time to your own torps. Jap DD T2 to T5 are fine. T6 & T7 are very poor. It's those tiers that kills the enjoyment for most people to Jap DD line. Otoh, US DD T2 to T6 doesn't have stealth torp capabilities. But oh boy T7 Mahan with its improved torpedoes. Altough just 59 knot speed, they have unsurpassed reaction time (not counting prems) on that tier. You can minimize the effects of slow torpedoes with playing smart. You can not minimize the effects of having torpedoes with huge reaction times. Play jap T2 to T5 and switch to US DD line for higher tier stealth torp fun.

Give 1 point every 3 secs for every ship in the center ring. Give 1 point every 6 secs for every ship in the middle ring. Give 1 point every 9 secs for every ship in the outer ring. If the entire team idles at the center ring the team gets 12*1*3secs= 12 points every 3 secs. If the entire team idles at the middle ring the team gets 12*1*6secs= 12 points every 6 secs. ect ect This forces the teams to actively fight for the caps. Idling and camping would be discouraged as staying at the back will give your team no points. More active pushing towards the epicenter, more active engagements and less BB camping behind the mountaneous islands.

I too suffered from occasional stuttering for a long time. I also noticed that while quickly panning around my FPS would drop from 60's to low thirties. On a sidenote, I also noticed that HWiNFO64 would flag "IA: autonomous utilization based frequency control" as active indicating that the operating system is either depleting or saturating program resources with CPU cycles. Recently by accident I noticed that windows 10 used (by default) "balanced power plan". I switched to "High performance plan". Dropped "minimum processor state" to more reasonable levels (close to zero) as "high performance plan" likes to idle at full core clocks for no reason. This changed my wows experience! I no longer see stuttering or FPS drops. Solid 60 FPS with graphics setting set to "high". HWiNFO64 flags disappeared as well. I suspect that in order to maximize power savings win10 was forcing the CPU not to clock as high as needed causing wows to stutter when win10 was depleting resources from programs. By default and straight out of the box win10 uses "balanced power plan". See if you guys have that checked and see if changing to "high performance plan" will resolve your issue.

I hope they don't balance the ships around 15 point captains and full arsenal of flags flailing around the mast. Seeing how that guy testing the Akizuki in the video is doing just that I fear the worst.
