There are multiple rn cruisers which should have planes and already have the catapults modelled. E.g. Emerald has a catapult but not the fairey seafox to go with it. Should they get them?

Y not just allow the fighter then obviously this wouldn't work on ships that carried the walrus but at lower tiers

Should it provide such a disadvantage though. As smoke is basically the rn's saving grace. Neither are even any good compared to spotters and fighters on equal ships.
